Ibn ‘Abbas said:

The Messenger of Allah (peace and blessings of Allah be upon him) made Zakatul-ul-Fitr obligatory as a means of purifying the fasting person from idle talk and foul language, and to feed the poor. Whoever pays it before the prayer, it is an accepted Zakat, and whoever pays it after the prayer, it is just a kind of charity (sadaqah).” (Reported by Abu Dawood).

It is permissible to give Zakatul-ul-Fitr to a deputy to pay it on your behalf through a charity or trustworthy people etc. At the beginning of the month, so long as you stipulate to the deputy that it is to be paid one or two days before Eid, because the proper way of paying it is to give it to poor and needy people who are entitled to it. Every year ICC distributes Zakatul-ul-Fitr at the last day of Ramadhan for the needy.
